10:00 a.m. in Tonopah, by video to Pahrump and Beatty. Agenda item 6: adopt, amend, or reject Bill 2026-14, which adds data center special use permit requirements to the county code. Pahrump Valley is already banned under Ordinance 631. This decides the rest of Nye County.

Note: this hearing was set for 4 September and again for 14 September, and was put off both times while the District Attorney finished a legal review. Business not finished on the day carries over to 8:30 a.m. on 9 October.

Why this date: the commission's Notice of Hearing dated 27 August 2026, and its tentative schedule effective 6 October 2026. Both are scanned documents in the docket; search the commission's document site for 26-06016.

10:00 a.m., Hearing Room A in Carson City, by video to Las Vegas. Docket 26-05007, the plan driven largely by data center demand. The first phase was settled by agreement, filed 17 August and accepted 10 September.

Why this date: the commission's Notice of Hearing dated 25 September 2026, a scanned document in the docket; search the commission's document site for 26-05007. The decision itself is the 31 December row.

Question 1 asks whether data centers should be an approved land use in the Eldorado Valley Transfer Area. The City Council put it on the ballot on 24 February 2026. In the governor's race, the Democratic nominee, Aaron Ford, has pledged to pause new data center tax breaks until audits are done.

Under the governor's order, anyone applying for a tax break must sign a binding commitment covering water, ratepayers, the grid, siting, workforce and community benefit. These terms set what it actually requires.

Why this date: Section 3(b) of the order, signed 17 September 2026, tells the Executive Director to publish the terms on or before 6 November. It is a deadline, so the terms could appear sooner.

Docket 26-05007. The plan proposes 4,370 MW of solar, 5,405 MW of batteries, 1,223 MW of gas turbines and 180 MW of geothermal, driven largely by data center demand.

Why this date: the plan was filed on 7 May 2026, and the 180-day clock in statute would land in early November. NV Energy amended it on 4 June and the case was re-noticed, which may have restarted that clock. Reporting points to a vote in December. The second-phase hearing is set for 26 October, but no decision date appears on the docket, so treat the end of the year as a projection, not a deadline.

Up to 150 MW under the Clean Transition Tariff, with plants due online between 2028 and 2030.

Why this date: Ormat's own announcement says approval is expected in the second half of 2026. No hearing date has been published.

The first mandatory residential demand charge by an investor-owned utility in the United States. It covers residential and small commercial customers, and it feeds straight into the argument over who pays for data center power.

Why this date: NV Energy's own fact sheet gives 1 January 2027. The start has already been put back twice, and we could not find the outcome of the commission hearing held on 27 July 2026. The first bills affected will depend on each billing cycle.

Resolution 2026-18 pauses new data centers and is renewable.

Why this date: the resolution was adopted on 22 July 2026 and runs 180 days, which lands here. It is our count, not a meeting on the calendar, and we have not seen the resolution text, which may run from a later effective date.

Two competing rewrites of the 2015 data center tax break are expected: a committee-drafted bill to repeal it and pause new data centers, voted 6 to 2 to draft on 26 August 2026, and Storey County's bill to shorten and tighten it.

Why these dates: the session convenes on Monday 1 February 2027, which the Legislature publishes. The Constitution then requires it to close at the end of the 120th day, which is our count to 31 May. Only a special session would run past that.

The industrial center's developer is suing the local water district over whether the promised water can actually be delivered at full buildout.

Why this date: the report gives the month as May without a year. We have placed it in 2027 and have not confirmed that.

Adopted 6 July 2026 and covering unincorporated Humboldt County, not Winnemucca. It ends on this date unless the county extends it or adopts rules first.

Note: this end date comes from a tracker rather than the county's own record. The county's agenda page lists nothing recent and the local paper blocks reading, so we have not seen the ordinance itself.

Adopted 1 June 2026 on a 6 to 1 council vote. It ends on this date, or sooner, but only once the city's new rules are in effect.

On the commission's record: 26-05026 Amazon Data Services; 26-05027 PR RNO and SV RNO Property Owner 1 (reported in the news as Fleet, a name the filings we read do not use); 26-05028 Vantage Data Centers NV11; 26-05029 Novva Las Vegas and Proton NLV; 26-05030 VIP Landco and Prologis. The first three were filed by Sierra Pacific Power and the last two by Nevada Power, all stamped 27 May 2026 and docketed 29 May (Vantage's shows 3 June after amendments). Intervention orders followed in July, and a first procedural order on 22 July in the three Sierra Pacific dockets. No hearing date known to us.

Docket PUCNUtility commission Microsoft's proposed Ratepayer Protection Tariff

A proposal Microsoft filed on 21 May 2026 in the commission's resource adequacy investigation, Docket 20-08014, not an application of its own; reply comments were due 16 June. As reported, it splits new project costs between the customer and the system, with a 60-day approval path for fully prepaid projects; we have not confirmed those terms in the filing. Nothing on the record we read puts the tariff itself on a schedule.

Filed in late July 2026. It decides who pays for, and when NV Energy must deliver, power to a major developer.
